What Hermes Project Stewardship does

Stewardship runs a repeating cycle: wake, verify, snapshot, assess, propose, gate, execute, measure and learn. A cycle may not claim project status or authorize changes without canonical evidence such as git state, tests and CI, or declared files, and unknown or contradictory state blocks mutations. NO_ACTION_REQUIRED is a normal outcome. Work executes through existing Hermes Projects and Kanban, while a store called Dockyard, a SQLite database in WAL mode, holds policy, evidence, approvals and audit metadata.

Autonomy policy can only restrict what Hermes may do, never widen tool permissions or credentials. Six levels run from Assistant, which inspects and answers, through Investigator, Planner, Builder and Maintainer to Steward. Levels 4 and 5 ship disabled, and level 3 and above needs a capability allowlist gate. It can be used through the stewardctl CLI, an RPC API at /stewardship/v1 with bearer auth and rate limiting, gateway commands such as Discord, and a Desktop plugin, all sharing one backend.
